Cell is just warped. Considering how susceptible Ken was to Cell's control, I don't know if our heroes can trust him. He got off too easy.
Ken repents only to become way more slimy and evil than he ever was as the Digimon Emperor. He fused with Cell and literally turned into a sadistic serial killer and cannibal. Add another chapter where Cell takes over Ken again and this time he stays pure evil along with Cell.
