In ep 1, Nagatoro notices a nerdy shy guy and decides she likes him. Rather than approach sweetly, she teases like only a gyaru can, going to his art club room and flirting for the next year, trying to get him to attack her. As a judoka (expert martial artist) she is in no danger of any touching she doesn't want, from anyone of any size, so she feels perfectly safe driving him crazy with lust. And sometimes he gives her some back, which she likes. And this further drives her on to tease and flirt with him. She's got it bad for the boy, and he's very confused, just wants to paint. Her friends notice so they visit sometimes, which sets of Nagatoro to defend her prey from competition. 

Overall, this anime may annoy the more straight-forward because Nagatoro's flirting style is all about the teasing. Real women are like her, sometimes. Men will encounter women like this out in the real world. More experienced men will see the comedy of Nagatoro more easily than young men. If it isn't funny, try again in five more years.
