Tsunade had always assumed that Jiraiya had started writing in order to share his perverseness with everyone else. After all, he had always been complaining that his students (male or not) were repressing their normal teenage hormones in order to fit in with a prude society.
In actuality, the toad sage hadn't begun writing his series until after one mission where one of his students had passed away. That incident had made him realize that he wanted to have something tangible to leave behind for the slug mistress when he finally died as well.
