Well I'm a fan of the sailor moon series so I find I can't help but like it, but if it wasn't well drawn there is no way I'd like it, your work is really good though. It's not the most original drawing, saying i's amy in water, cause she's the senshi of water and ice (or whatever). the main thing about your style was how much you tried to copy the original look of the character without making it a 'copy' picture, as the folds in the clothes were good, although they could have flowed over her form more. Regaurdless of the 'mistakes' (in art there really is no such thing, becasue it can all be used to some advantage) it is overall a good drawing. continue your work.
