Michael and Yuna has just had there dinner in the Council chambers and are now ready to continue their discussions. The food was elegantly prepared and handled well making Michael think how well Eli treats his guests.
Eli immediately continues where he left off.
Eli: So, where should i continue... ah yes... through the efforts of Sakura, Li, Meilin, Madison and Kero they were able to seal all 52 cards. With the four element cards that formed the basis of the deck sealed, Kero was able to transform into his true form Kerobarous. And then came the information that was withheld from Sakura. The final judgment.
Layla: The cards are powerful spirits and so in the wrong hands would cause serve consequences to the world, so in order to find the true owner of the Clow cards a test had to be formed. As soon as all the cards were sealed, one person planted in the Cardcaptor's life would transform into Yue, the moon guardian. That planted person was Sakura's friend, Julian.
Eli: While Kero's task was to choose the candidate, it was Yue's task to test the candidate. Yue thought that no one could replace his master Clow Reed. So he was determined to make sure no one would take his place. However, since Sakura and Li both had Clow cards they had to be both tested. Li was first, his direct approach on attempting to defeat Yue ended in failure. Then Sakura was tested, if she failed everything that has happened since the realized of the Clow cards would be erased.
Michael: All or nothing essentially.
Eli: Yes, but i secretly worked the battle out in Sakura's favor when my previous incarnation foreseen it. I already forged the staff on Sakura's image. With Sakura's kindness she wouldn't hurt Yue for who he also is Julian. There i forged a device to negate my powers, a bell handled like a gauntlet would be used to repel my magic and when used in the Final Judgment, would give Sakura her second chance.
Eli: The need of a person who is not only strong but peaceful and kind is know by many as a ideal person, Sakura is one of them. Through her peaceful approach and her strong will, she defeated Yue not by brute force but by peacefully showing that she just wanted him to be his friend and would not hurt him because of that. However, her powers were essentially loaned from mine and as she got stronger, i got weaker.
Yuna: I thought that Sakura had her own arcane powers.
Eli: True, but the powers were untapped until she became Cardcaptor, the sealing of the Clow cards allowed her to build a framework for her soon to be developed arcane powers. But the Clow card's powers draw from the staff and as the staff is directly linked to the Clow, draw through me. I became desperate, i needed to stay alive and see Sakura's ordeal through. So i foolishly gave another girl my powers.
Michael: So you selected another girl to become a Cardcaptor?
Eli: Not exactly, i selected someone to share my powers with and in exchange teach her the ways of the Clow dynasty. Her name was Minko Kao...
Eli hands over a black book. This time the cover read:

Eli: Minko came from South Korea, she had arcane powers but was not part of the Clow dynasty in any way. I took a chance to share my powers with her so i can be kept alive and in exchange i would teach her how to use it. But that was going to be my downfall...

Eli: For a start my actions were outlawed by the Council, Layla and several associates of mine overruled my decision. Yet i was blindly determined to see this through regardless of the consequences. Immediately fate also condemned my decision and showed me the truth. That Minko was only in it for power started to come forth. She started by finding about me and my ancestry, she found out about all of the ancestry and the Clow cards. Then to my surprise she attacked me, saying that i am holding her back from obtaining the true power and that she will do whatever she can to obtain it.
Michael: In other words, she went power mad.
Eli: Yes, she didn't have a heart nor a sense of responsibility with her magic, in fact she was abusing her powers as soon as she declared her lust for power. She started by destroying most of her residence that did not agree or join her campaign. Many people became displaced unaware of the truth behind it. So i had to stop her.
Eli: I engaged her one night where she was already declaring herself the ruler of Korea. I clashed with her, knowing that my powers were weak at the time. In a last ditch attempt i sealed her away in a stasis prison. I buried the prison into the ground, hoping that it would delay her long enough so that i can assemble the necessary forces to defeat her when she comes back. Starting with a resolution that would provide a secret training program for Sakura.
Michael: Secret resolution?
Eli: To prevent the same incident from happing again Layla, Spinner and Ruby devised a plan that would secretly assist Sakura in all areas. In short, it was a advanced training course, a simulation of what her tasks may be and a development program for her arcane powers.
He hands over a parchment to Michael and Yuna, on it contained the resolution that Eli was talking about:
In order for the next candidate to follow the legacy of our dynasty, and to prevent the fateful incident in South Korea. The following steps must take place as soon as the candidate is chosen:
-One member should "accompany" the candidate half way through the sealing process, cryptically helping her towards the final judgement and offering a second chance if called for.
-Following the sealing of all cards and final judgement the candidate will have completed the basic training. Advanced training will then follow.
-Advance training will rely on Eli to secretly test the candidate in a number of scenarios. The primary aim is for the candidates to switch from the loaned mana source Clow Reed left to hisown mana source. This might be difficult at first, since the candidate's body will not be able to cope at first but please give perseverance.
-Eli will have the ability to abort all but the final test (which is a all or nothing test).
-Upon completion of the advanced training, the candidate is official considered the cardcaptor.
Eli: To ensure that i was able to perform the advanced training i made sure i never aged, this way i could get close to Sakura without any suspicion.
Michael and Yuna now knew how Layla's part ties in with the proposal. Yet They both feel disgusted that there was a secret plot, however Yuna felt that Eli was sorry about doing such a thing, unlike Michael who considers secrets like this to be corrupt and immoral regardless of how.
Eli: There was also another problem, in order to for Sakura to switch her arcane source from the loaned energy to that of her own, she needed to forge the staff under her own image. She managed to forge the staff under the image of the star. Soon the book changed to also reflect the same image. But now the mana source from the staff and book had changed, the link between them and the cards was cut. If the link was left like this for a long time the cards will lose there link to Sakura and would become wild again.
Michael: Which is why the advanced training was created.
Eli: Indeed, i planted myself as one of the students in Sakura's class. My mission was now to secretly assist Sakura in transferring all the cards and thus her mana system into her own. To do this i created certain events around Reedington, this events would be many scenarios Sakura will have to face in the future. From small incidents to unnatural phenomenons, from warped humor to life and death situations. In each scenario she will have to rely on one of her cards, but i already designed the scenario where she will have to convert one of her Clow cards into her own arcane system known to her as Star cards. This took a lot of stamina out of her at first causing her to faint now and then, but soon her body adapted to her arcane powers and she grew stronger with each conversion.
Michael: What if she failed your tests?
Spinner: You think that Eli wouldn't care about Sakura!? I...
Eli raised his hand at Spinner, signalling him to be quiet.
Eli: Michael, i know you don't like lies and deception... what i may say will offend you, but please listen to what i have to say and you may understand why.
Eli: My final test was to plunge the world into darkness so Sakura would have to convert the Light and Dark cards, but such astral forces would require not only her guardian's strengths but also her friends. With the help of Li channeling his powers into the staff, they dispelled the darkness and the final test is complete. Sakura has now channeled all of the energies given to her and has completed the dynasty's needs, she is now Cardcaptor.
Layla: This concluded the tests needed for Sakura to pass, we explained the reasons why they occurred with the exception of one... about the need to defeat Minko.
Michael: You mean you didn't tell her about an active threat to her work?
Eli: No, because i wanted to give her space to make up her own decisions. And i needed to return to archive the logs of them. Now i need to make apologies to Sakura for what i done but first i must apologize to you, Michael.
Michael: Why?
Eli: I need you and Yuna to help out me and the rest of the council.
