It wasn't that Axel was afraid of the water, per se, but he liked fire much more than any normal person should, and fire and water didn't mix. Except for that time Roxas left him unsupervised for two hours, and he put gasoline in the pool and set it on fire, but Roxas hadn't liked that too much, and in the end, Axel had to sleep on the couch for two weeks. And that was a major setback, because Axel had just managed to worm his way into the bed.

So to keep Roxas happy, (and stay in his bed) Axel found himself floating along the surface of the water in an inflatable doughnut, keeping all his weight on his legs and arms, so that no part of his body touched the water. It was hard, but in doing so, he got to see a half-naked Roxas without the hassle of skulking around the bathroom door and risking bodily harm.

“Axel, what are you doing?” Roxas asked him, breaking the smooth surface of the water as he came up for air, head cocked as he observed Axel's rather precarious position in the doughnut. And Axel, who had ever the way with words, said the first thing that came to mind whenever he was faced with a half-naked Roxas.

“You look edible. Got it memorized?” Almost immediately, Roxas's face lost its semi-interested look and adopted the expression of someone who was secretly flattered, yet mortally offended at the same time. Still fixing Axel (who knew something bad was going to happen) with that look, Roxas waded to where he floated, and Axel tried desperately to direct the flotation device to the edge of the pool so he could make a speedy getaway.

Fate was not on his side, though, and Roxas calmly took hold of the floundering doughnut, his blue eyes glaring at Axel's green ones. And then, Roxas applied a bit of pressure to the front of the doughnut and in the midst of water sloshing everywhere; Axel was unceremoniously dumped into the water.

But that was okay, because even as he fell to the bottom of the pool, Axel could hear Roxas laugh, and that was all that mattered.
