Prince Nankyokukai and his Secretary Takara have been commanded by King Taiheiyou to deliver a mysterious "cargo" to an island that all maps say do not exist. Unable to use royal vessels, the two must find a ship that is willing to take them on a journey that will mean at least an entire year at sea.

All ship owners refuse, unwilling to undertake such a questionable journey despite the One Million Paaru being offered. The two continue to meet with failure until they interview the bizarre merchant Shimano Raiden, who agrees to take them on one condition - Takara.
